Site work, paving, new construction and renovation of a mixed-use development in Hampton, Virginia. Completed plans call for the renovation of a transportation facility; for the construction of a transportation facility; for site work for a transportation facility; road / highway; and for paving for a road / highway.
Hampton Roads Transit (HRT) requests bids from Class A General Contractors to perform a variety of general commercial renovation, new construction, site work, painting, striping, and repair work. Last Date for Questions: Tuesday, January 20, 2026 Questions should be addressed to Sonya Luther, Director of Procurement, at 757- 222-6000, ext. 6419, or sluther@hrtransit.org. A. For certain Task Orders, the Contractor(s) may be required to provide incidental design services such as site sketches and as-built updates. The cost for these services shall be included in the individual Task Order proposal. B. The Contractor(s) shall be required to hire a firm certified and capable of locating underground utilities for any required site work. C. All Work performed and materials provided shall be in accordance with the current Virginia Uniform Statewide Building Code, and applicable State and Local Construction, Building, and Highway Standards. Materials provided may be required to meet the Federal Buy America requirements. D. Defective equipment and materials, or material damaged in the course of installation and testing, shall be replaced or repaired in an approved manner acceptable to HRT and at no additional cost to HRT. E. The Contractor(s) shall be responsible for acquiring any necessary permits and all fees that may be required for any Work performed under this Contract. Inspection certificates from local authorities shall be delivered to HRT. F. Periodically, HRT may use grant money to fund construction work. Those projects will be subject to deadlines as established in the grant. In these cases, the grant expiration dates may dictate the performance period for the Work. G. The Contractor(s) may be required to provide as-built drawings as directed by HRT. H. As many of HRT's Operating Facilities are twenty-four (24) hour per day operations, some Work by the Contractor(s) may require alternate hours to minimize impacts to HRT Operations. Additionally, the Work may need to be staged by the Contractor to minimize disruptions to HRT Operations. HRT's Project Manager will identify any specific requirements. I. The Contractor(s) may be required to have a foreman on the job site while Work is being performed. The Contractor(s) shall be responsible for adhering to all applicable safety requirements during the performance of the Work. The Contractor(s) may be required to submit safety plans to HRT for review. J. The Contractor shall be responsible for the job site from the Task Order issue date to the date of final acceptance of the Work by HRT, including securing the job site and associated materials storage areas. Any damage or loss to the job site or materials associated with the Work during this period shall be restored by the Contractor at no additional cost to HRT. K. HRT anticipates needing Contractors with varying abilities from small tasks to larger construction projects. HRT will entertain Contractors with experience in some, or all, of the potential types of Work under this Contract: o Construction of Bus Transfer Stations o Construction of Customer and Employee Restrooms o Construction of fall protection within HRT's Operating Facilities o Building renovations at various HRT facilities o Concrete and/or asphalt pavement repairs o Light Rail Grade Crossing Lighting Improvements and other locations as needed o Rehabilitation to HRT's Norfolk bus wash facility o Replacement of oil/water separators o Repairs and/or renovations to HRT's customer facilities o ADA improvements o Door replacement and maintenance o Solar lighting and installation at various locations o Install underground facilities via directional boring o Independent painting tasks and parking lot striping o Independent electrical tasks and electrical work o Independent plumbing tasks and plumbing work
