Renovation of a mixed-use development in Norfolk, Virginia. Completed plans call for the renovation of a 25,611-square-foot, three-story above grade educational facility; and fire / police facility.

Architect's Project No. 622029 The Scope of Work shall consist of and is described as the Renovation of the ODU Inn The building is a slab-on-grade, wood-framed structure originally developed as a hotel built in approximately 1989. The project is generally described as the conversion of an existing (3) story, 25,611 GSF dormitory facility into a fully functioning, state of the art police station. The proposed use would require that the building be designated as an "Essential Facility" per the Code. This will require resistance to wind, rain, ice, seismic, flood, and other loads such that the building will be operational with at most, a moderate level of damage. All exterior windows will need to be replaced. A generator will need to be added so that the building can remain operational in the event of outage. The exterior walls of the building surrounding evidence preparation and storage, the armory, and holding will need to be reinforced to resist forced entry. The public lobby and spaces on the first floor will need to be separated from the secure areas. Access to the stairs and elevators will be secured from the public. A new reception area will be constructed with Level 3 bulletproof glass to secure staff from public. The existing sloped roof asphalt shingle system will be removed and replaced in kind. New gutters and downspouts will be required. Overall, the design shall strengthen the existing facility and incorporate a protected lobby; secure / protected entrances; an armory; evidence preparation and storage facilities; investigations and interrogation rooms; victim spaces; forensics capabilities; locker rooms; bathrooms; kitchen/break room; rooms dedicated to office, conference, training and roll call functions; enhance security and telecommunication capabilities; and so on.. A Bid Bond equal to five percent (5%) of the amount of the Bid In order to maintain posted Bid due date, all questions related to this project shall be submitted in writing via email and shall be submitted concurrently to each of the named points of contact in above III. All questions are due via email no later than 10:00 a.m. February 3, 2026 In email subject line, Bidder must state "Hand Delivery Requested" - IFB #26-ODU-20-HRS. The email content must include proposed date and time for 'hand delivery;'
