All questions regarding this solicitation must be submitted through online Platform on or before January 15, 2026 at 5:00 pm (MST). Contractor Selection (Estimated) January 23, 2026 The scope of services shall include, but not be limited to, the following: 1. Site Evaluation and Pad Location: Conduct a comprehensive evaluation of the Development Area and propose the optimal location for the Pad Site, based on topography, access, and utility feasibility. 2. Finished Grade Determination: Develop and propose finish grades for the Pad Site to achieve a finish-grade, build-ready condition suitable for industrial development. 3. Access Route Evaluation: Evaluate and propose access routes to the Pad Site that support construction activities and future operational needs. 4. Mobilization and Demobilization: Mobilize and demobilize all necessary equipment, crews, and materials required to complete the work. 5. Site Preparation: Clear the site, including removal of vegetation and stripping of topsoil as needed to support excavation and grading activities. 6. Mass Excavation: Perform all required mass excavation, including cutting, trenching, and fill operations necessary to achieve the proposed finished grades. 7. Finish Grading: Conduct finish grading to meet specific slopes, contours, and tolerances as outlined in the contractor's proposal and approved by MIDA. 8. Road and Infrastructure Protection: Maintain and protect temporary access roads, haul routes, and adjacent infrastructure throughout the duration of the project. 9. Water and Dust Control: Implement on-site water and dust control measures in compliance with MIDA, Camp Williams, and applicable military standards. 10. Material Handling: Material handling shall comply with the Proposer's proposed soil management and balancing strategy, including the loading, transporting, and management of all excavated materials. 11. Environmental Compliance: Ensure compliance with all environment requirements, including erosion control, storm water management, and site stabilization throughout the project. 12. Permitting and Clearances: Secure all necessary on-base clearances, State UPDES permits, Stream Alteration permits, and any other required authorizations. 13. Coordination with Military Personnel: Coordinate with MIDA, Camp Williams, and Utah National Guard personnel for site access, scheduling, and operational requirements. 14. Safety and Security Compliance: Adhere to all applicable federal, state, and military safety, security, and operational protocols. 15. Coordination with External Agencies: Coordinate with Utah Department of Transportation ("UDOT"), utility providers, and other relevant agencies to ensure alignment with existing and future infrastructure. Proposers are invited to submit a proposal that includes the design and installation of utility stub-outs to the perimeter of the Pad Site. If the Proposer elects to propose this service and MIDA subsequently exercises its option to include this work in the final agreement, the scope of work shall include: 1. Install utility infrastructure in accordance with the specifications of the respective utility provider and any standards from Camp Williams. 2. Cap, seal, and clearly mark all utility stubs at the pad's boundary for future connection. 3. Provide detailed drawings and GIS data points showing the exact location, depth, and material of all installed utility lines and stub-out termination points.
