Site work and new construction of a playground / park / athletic field in Waukegan, Illinois. Completed plans call for the construction of a playground / park / athletic field.
The Waukegan Park District invites bids for the Roosevelt Park Development project. Bid Documents, including Instructions to Bidders, Drawings, technical Specifications, General and any Special Conditions and Bid Forms, contractor certifications, and Prevailing Wage Determination, are available electronically. A pre-bid meeting will be held to review the Specifications and address bidder concerns. Each bid must be submitted in a sealed envelope clearly marked for the Roosevelt Park Development and delivered to the Park Maintenance Facility. Bids are to be received by the specified due date and late submissions or those delivered to the wrong location will be rejected. The District reserves the right to waive technicalities, accept or reject any or all bids, or accept only portions of a bid. The Contract will be awarded to the lowest most responsible and responsive Bidder, as determined by the Owner, evaluating factors such as the ability to provide sufficient experienced labor, financial capability, and past performance on other projects. Bids must not include federal excise or state sales tax, and a tax exemption certificate will be provided. No bid may be withdrawn for sixty days after the opening. The project is subject to the Illinois Prevailing Wage Act, and all laborers, workmen, and mechanics must be paid at least the prevailing wage rate. The project is also subject to State funding requirements, including compliance with the Business Enterprise Program practices for minority, female, and disabled-owned businesses, and minimum utilization requirements for apprentices and preapprenticeship program graduates. All applicable federal, state, and local laws, rules, regulations, and executive orders must be adhered to, particularly equal employment opportunity provisions. All bids must be accompanied by a cashier's check or bid bond for ten percent of the amount of the bid. Anticipated Award Date: February 10, 2026 Mobilization and Start Date: No Earlier than May 1, 2026 Substantial Completion Date: September 30, 2026 Final Completion: October 7, 2026 Summary A. Clearing 1. Clearing shall consist of the removal and disposal of all logs, shrubs, bushes, saplings, grass, weeds, other vegetation and stumps of a diameter less than 6". 2. Clearing Quantity will be by Square Yard as measured with steel or fiberglass tape. B. Tree Removal 1. Tree Removal shall consist of the cutting, grubbing, removal, and disposal of trees and stumps, as hereinafter defined. 2. Tree - A woody, perennial plant having a single main stem or trunk, the diameter of which is 6" or more at a point 4.5 ft above the highest ground level at the base of the tree. Those having a diameter less than 6 in. will be considered saplings. A multiple-stem tree that forks below the 4.5 ft point of measurement will be considered a cluster of individual trees. A tree that forks at or above the 4.5 ft point of measurement will be considered a single tree. 3. Trees as marked by the GC and agreed to by the Owner's Representative shall be cut and disposed of including the stumps. Marked trees and stumps shall be removed to a depth of not less than 12 in. below the elevation of the subgrade, the finished earth surface, or the proposed ground line. Trees of Osage Orange and Buckthorn shall not be cut off as specified above, but shall be pulled or grubbed in such a manner as to ensure complete removal. 4. Tree Removal Quantity will be total inches of removal as measured with a steel diameter tape. See bid proposal form for groupings of tree sizes. i.e. 6" to 10" diameter trees; >10" to 20" diameter trees.
