Lacombe County is inviting bids for the 2026 Bridge Replacement and related work at Bridge File 01966, located on Range Road 252 over Jones Creek, 20 km east of Red Deer. The project involves the removal of the existing three-span HC girder bridge and installation of a new three-span SL-510 concrete girder bridge. Bridge File 01966 (SW 14-38-25-W4M) Carrying Range Road 252 over Jones Creek, 20 km E of Red Deer. Work at this site includes the removal and disposal of the existing three span 6.1 - 6.1 - 6.1 m HC girder bridge on a treated timber substructure and the installation of a new three span 6.0 - 8.0 - 6.0 m SL-510 concrete girder bridge on a steel substructure. The crossing is located on a local road over Jones Creek, 20 km east of Red Deer. A location plan has been included in the Plans section of this document for the Contractor's convenience. Lacombe County - 25 SPECIAL PROVISIONS Without limiting the provisions of these Specifications and Contract, the Scope of Work at this site shall include the following: Traffic Accommodation Total Suspended Solids (TSS) Testing Water Management Demolition and Disposal of Bridge Structure Headslope Preparation and Backfill Supply, Set-up, and Driving of Piling Abutment, Pier, and Wingwall Construction Supply, Delivery, and Erection of Prestressed SL-510 Interior and Exterior Precast Units Supply and Installation of Bridgerail and Guardrail Roadway Work Supply and Placement of Class 1 Heavy Rock Riprap The purpose of the geotechnical drilling program was to assess the subsurface conditions and to provide recommendations regarding the replacement of the existing bridge. It is understood that the existing bridge is to be replaced with a new bridge in the same general location. The proposed replacement is a three span SL-510 standard bridge supported on a driven steel pile foundation at the abutments and piers. Consideration also being given for replacement of the bridge with a culvert. The culvert invert elevation would be 839.0 m. It is also understood that the gravel road will be restored to match the original grade and gravel structure. MPA Engineering Ltd (MPA) was retained by the Lacombe County to complete a Desktop QAES Assessment for a bridge replacement project (BF 01966) located on Range Road 252 over Jones Creek. The structure is located within SW-14-38-25-W4M southeast of Hayes, Alberta. A site plan showing the location of the existing structure is contained in Appendix A. Location details are provided in the table below. Feature Detail Alberta Township System (ATS) SW-14-38-25-W4M Universal Transverse Mercator (UTM) Zone:10 5788943N 603628E Coordinates (Decimal Degrees) 52.261963, -113.480970 The objective of this Desktop QAES Assessment was to determine baseline aquatic conditions of the site and provide written specifications with recommendations and mitigations to ensure compliance under provincial and federal legislation. The general scope of work includes the following: o Summarize physical and biological data available for the watercourse/waterbody, o Complete a baseline assessment of the aquatic environment with regard to fish habitat and fish utilization, o Identify potential aquatic impacts of the project activities and provide recommendations of mitigation strategies to ensure applicable sections and schedules of the Code of Practice (COP) will be met, o Identify and support required fisheries related permitting regarding the Project. All recommendations for the Project were prepared by a Qualified Aquatic Environment Specialist (QAES). The following report outlines project details and provides guidance to complete work in compliance with applicable legislation while avoiding potential harm, alteration, damage, or disruption (HADD) to fish and fish habitat.
