he County of Sonoma is pleased to invite you to respond to a Request for Proposals (RFP) for Construction Manager at Risk for the New County Government Center at the County Administration Center Campus, Santa Rosa, California. The County is seeking proposals from firms, partnerships, corporations, associations, persons, or professional organizations qualified to be a Construction Manager at Risk to perform preparation and coordination of bid packages, scheduling, cost control, value engineering, evaluation, Preconstruction Phase Services, and Construction Phase Services in connection with the New County Government Center pursuant to a construction manager at risk contract for a Guaranteed Maximum Price, as provided by Public Contract Code section 20146, et seq. The County takes no responsibility for late proposals and only those proposals received by the due date will be considered for evaluation. Question Deadline - Jan 6, 2025, by 5:00 P.M. OVERVIEW: The County is seeking proposals from firms, partnerships, corporations, associations, persons, or professional organizations qualified to be a Construction Manager at Risk to perform preparation and coordination of bid packages, scheduling, cost control, value engineering, evaluation, Preconstruction Phase Services, and Construction Phase Services in connection with the New County Government Center pursuant to a construction manager at risk contract for a Guaranteed Maximum Price, as provided by Public Contract Code section 20146, et seq. PROPOSAL SUBMISSION: A Proposer can choose from the following options for submitting proposals. 1) Submit one (1) electronic copy of proposal to the County of Sonoma's Online. 2) Submit one (1) hard copy in a sealed envelope of proposal plus a copy on a thumb drive to be delivered to the address provided below. 3) Submit proposal using both options 1 and 2 as described above. Option 3 as described above is highly recommended in the event the County's Online is impacted by technical difficulties or may be down due to unforeseen reasons. Proposers will be required to submit any and all questions in writing per the schedule in order for staff to prepare written responses to all consultants. Written answers will be shared with all potential bidders through an addendum on the County's Online and email notification. Questions should be sent via e-mail directly to Warren Sattler at futureCGC@sonomacounty.gov. Proposers are directed to NOT contact any other County person or County consultants regarding this RFP. ATTEMPTS BY A PROPOSER TO CONTACT ANY OTHER PERSON MAY RESULT IN DISQUALIFICATION. Questions will not be accepted by phone. LIVING WAGE: The living wage rate required under the County's Living Wage Ordinance (LWO) has increased from $18.10 to $23.15 per hour effective July 1, 2025.
