The project involves the construction of stormwater management practices at four sites on or adjacent to Morningside University campus. The stormwater management practices consist of bioretention cells and bioinfiltration cells. Additional construction includes excavation, grading, tree clearing, asphalt overlay, construction survey, mulching, seeding, and planting. The work also requires removal and replacement of storm sewer intakes, curb and gutter, sidewalk, and pavement along with other incidentals. The contractor must perform everything required to be performed and supply all labor, materials, necessary tools, and expendable equipment needed to complete the work in a workmanlike manner. All work must be completed in accordance with the specified versions of Iowa Statewide Urban Design and Specifications (SUDAS), the Sioux City Supplement to SUDAS, the contractor's bid, and all other contract documents. Bidders must be qualified by experience, financing, and equipment to perform the work and may be required to submit evidence of financial resources, construction experience, and organizational capacity. Bids must be genuine, not collusive, and complete with all required forms. Only one bid per bidder will be accepted for the same work. The bid must be sealed and accompanied by a bid security of at least 10% of the total bid amount. The contractor must commence work on or before a date specified in a written Notice to Proceed and complete the project within 250 working days, with liquidated damages assessed for delays.
