Cherokee County RWD #16 Public Water Improvements-Wildcat Point Residential The work consists of furnishing and installing water distribution lines, sanitary sewer lines, appurtenances, and related work at specified locations and grades. The contractor is responsible for all materials, transportation costs, equipment, and tools related to or to be incorporated in this contract, which must be received, unloaded, stored, installed, erected, and service connections provided and coordinated with the construction. Installation of equipment and materials includes furnishing all labor and materials as required to place the improvements in successful operation. Improvements include replacing 9,226 linear feet of existing steel waterlines with HDPE waterlines and service connections. This contract includes minor items not specifically mentioned but shown on the plans or obviously necessary to provide a complete job. All costs for labor, materials, transportation, and equipment necessary to construct the project as specified and as shown on the accompanying plans are included. Any areas disturbed must be restored to the owner's satisfaction. The contractor must cooperate with the owner during construction to minimize inconvenience and disruption. The Davis-Bacon prevailing wage requirements apply, and the erection and maintenance of a project sign is a condition of DWSRF assistance. The contractor is responsible for all equipment and materials until project completion, including replacing defective or damaged items at their own expense. Site remediation includes demolition and clearing necessary to prepare the site for construction, protection of trees and improvements, removal of debris, and finish grading with stockpiled topsoil. The contractor must comply with all permits, codes, and regulations, and is responsible for obtaining all necessary construction permits. All features of design and construction must comply with local building regulations and other applicable regulations. The contractor must provide access to the site for representatives of designated agencies and is responsible for field work necessary to maintain lines and grades. Work includes removal and reconstruction or replacement of obstructions affected by construction, restoring them to their previous condition unless otherwise noted. Passable surfaces must be maintained across or along the construction vicinity at all times. Insurance and bonds must be provided as specified. Bids must be sealed and include all required affidavits, certifications, and bid security. The contract will be awarded to the lowest responsible bidder, but the owner reserves the right to reject any or all bids or to waive irregularities. The contractor must submit a schedule, list of proposed subcontractors, and maintain all required documentation throughout the project. Question Deadline 02/10/2026 Questions regarding documents, discrepancies, omissions, or intent of the specifications or drawings shall be submitted in writing to the Owner through the Engineer at least seven (7) days prior to opening of bids to provide time for issuing and forwarding an addendum. DWSRF negotiated DBE participation goals with EPA of 11.25% for MBEs and 7.41% for WBEs. The DBE goals are not a quota. Completion- 150 calendar days
