The scope of the work consists of reconstruction of 0.31 miles of Ottawa Avenue (SR15) with full depth pavement and resurfacing, adding curb and gutter, constructing a pedestrian/bike multi-use path facility on the east side of Ottawa Avenue parallel to the full depth pavement reconstruction, adding 0.39 miles of sidewalk to the west and east sides of Ottawa Avenue, and adding 0.30 miles of sidewalk to the north side of Cleveland Avenue. This work shall be performed by an ODOT Pre-Qualified Contractor and in accordance with Plans, Specifications and other contract documents. Prequalification status must be in effect at the time of bidding, the time of sale, the time of award and through the life of the construction contract. Proposals must be submitted on the form furnished by the City, must contain the full name of every person interested, and shall be accompanied by a bid guarantee of a bond as required in Section 153.54 (A) of the Ohio Revised Code or by a bid guarantee of not less than ten percent of the amount of the proposal by a Certified Check, Cashiers Check or letter of credit. The successful bidder will be required to furnish a satisfactory performance bond with both ODOT and the City of Defiance named as obligees. Steel and iron products furnished must be made in the United States according to federal and state regulations. After the award and before the contract is entered into, bidders must submit an affidavit required under ORC 5719.042 regarding delinquent personal property taxes in Defiance County, Ohio. Attention of bidders is called to employment condition requirements and minimum wage rates to be paid under the contract. The successful bidder must pay Davis-Bacon wage rates and conform to all federal Davis Bacon and Related Acts provisions. The SBE goal for the project is 7%. Any bid may be withdrawn prior to the scheduled closing time for receipt of bids, but no bidder may withdraw their bid within sixty days after opening. The right is reserved to reject any or all bids and to waive informalities.
