The project consists of the construction of various diameter pipelines and structures to convey wastewater and stormwater to the Port Gardner Storage Facility (PGSF) from multiple locations north and south of the PGSF. The PGSF will provide temporary combined sewer storage, reducing combined sewer overflows at the City's four remaining uncontrolled discharge points to meet the requirements of a Washington State Department of Ecology-agreed order. The facility will provide stormwater treatment for separated stormwater drainage basins with conveyance to the City's deepwater outfall and local stormwater conveyance to the Everett Water Pollution Control Facility. All bids/proposals must be made upon the city forms provided in the bidding documents and must be accompanied by a bid bond or certified/cashier's check in an amount not less than five percent (5%) of the total amount of the bid/proposal, in accordance with the bidding documents. A one hundred percent (100%) performance bond (and a one hundred percent (100%) payment bond, as may be required in the bidding documents on forms provided by the City) will be required of the successful bidder to guarantee faithful performance of the contract. It is recommended that bidders "Register" to receive automatic email notification of future addenda and to be listed on the Self-Registered Bidders List; bidders not registered will not be automatically notified of addenda and must periodically check the online plan room for updates. The City reserves the right to reject any and all bids, to waive any irregularities or informalities, and to postpone the award for a period of 45 days after bid opening. The Contractor will be required to comply with all local, State, and Federal laws and regulations pertaining to equal employment opportunities, and disadvantaged business enterprises will be afforded full and fair opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
