Installation of a new parking lot at a greenfield site located at 700 North Cain Street. The lot will be constructed with hot mix asphalt and will include concrete curbs and sidewalks. Fine grading and landscaping are also required. Sealed bid proposals are invited from interested and qualified parties. Bid security must be submitted with each bid in the amount of five percent of the bid amount. The bid guarantee shall be a certified check or bank draft payable to the order of DCHA or a satisfactory bid bond executed by the bidder and an acceptable surety. The bid guarantee shall ensure the execution of the contract and furnishing of a method of assurance of completion. Failure to submit a bid guarantee with the bid shall result in rejection of the bid. All bidders must submit with each bid the contractor's affirmative action certification to comply with the provision for equal employment opportunity. Forms HUD 5369-A, HUD-2530, a non-collusive affidavit, and a schedule of subcontractors, if applicable, must be submitted with each bid. All bidders must sign and submit all forms in specification section 00 6005 including the Section 3 Clause and Section 3 Assurances. Contractors awarded a contract must comply with HUD's regulations in 24 CFR Part 135, which implements Section 3. All bidders must thoroughly examine and investigate the project documents and existing project site(s) to determine existing site and project conditions. Additional costs and payment will not be awarded for existing conditions that can be determined by carefully examining the site and project documents. Bidders must be properly licensed under the laws governing their trades and be able to obtain insurance and bonds required for the work. A performance bond, separate labor and material payment bond, and insurance in a form acceptable to the owner will be required of the successful bidder. Prior to the execution of any contract, the successful bidder is required to furnish and pay for satisfactory performance and payment bond or bonds in a penal sum of 100 percent of the contract price. The owner requires all contractors and vendors not to discriminate against anyone on the basis of race, age, color, religion, gender, sexual orientation, ancestry, non job-related handicaps or national origin. The contract may be awarded on the basis of lowest and most responsible bid for all work to be performed, and the owner reserves the right to accept or reject any and all bids and to waive any and all informalities in the bidding. The successful bidder must be prepared to begin work immediately upon notification of award.
