Pre-Submittal Questions/Suggested Edits Due: January 22, 2026, by 1:00 p.m. Any questions or suggestions concerning the Contract Documents, including but not limited to this RFPQ, must be directed to Michael Bean (mbean@egusd.net), Hannah Dayton (hdayton@egusd.net) and Jennifer Jedlicka (jjedlick@egusd.net). The District plans to construct the Work, which is a School Modernization project, on a Districtowned site, located at 8239 Kingsbridge Drive, Sacramento, CA 95829, Smedberg Middle School, located in Sacramento County, and the District is soliciting proposals for the construction of the Work. The District has retained TPH Architects, 519 McHenry Avenue, Modesto California 95354, as its architect for the Contract ("Architect"). DSA approval of the plans and specifications for the Contract has not yet been issued, but will be obtained after award of the Lease-Leaseback Agreement. Any preconstruction services in the Lease-Leaseback Agreement may be performed before DSA approval, but the Work may not commence until DSA approval is received by the District, all preconstruction services are complete, the subcontractors are selected, and the Total Sublease Amount is approved by the District's governing board. For informational purposes only, progress plans may be obtained from the District's online plan room online No District project labor agreement applies to this contract. The Governing Board (the "Board") of the Elk Grove Unified School District (the "District" or "Owner") is seeking qualifications and proposals from qualified providers of lease-leaseback construction services ("Contractors") for the construction of the T.R. Smedberg Middle School Modernization project (the "Work") within the District. The Scope of Work is a Middle School modernization which includes campus wide replacement of Full mechanical replacement of roof top AC units, Bard AC units, water heaters, roof exhaust fans, and ceiling exhaust fans, Fire alarm, Clock Speaker replacement, Interior and exterior lighting, Interior and exterior paint, Interior finishes: carpet, wall base, LVT, ceiling pads, ADA improvements to most (if not all) restrooms, New restroom partitions, Concrete in the south end of the quad, New bus drop off lane at drive loop, ADA path of travel updates: Gates and concrete work. Potentially upgrading the play courts. The Contractor whose proposal is determined to offer the Best Value to the District pursuant to this RFPQ must execute the Lease-Leaseback Agreement, the Site Lease, and the Sublease prior to the Board's award of the Contract to Contractor. All Work for a phase must have DSA approval prior to calculation of the Total Sublease Amount for that phase (see Section III.D.1, above). Contract Documents for subcontracting (including but not limited to Section IV.E, below) must be followed. During the Work, the Contractor shall ensure that all Work, including but not limited to Work performed by Subcontractors, is performed in compliance with all applicable legal, contractual, and local government requirements related to the pandemics, epidemics, or other health-related outbreaks, including "social distancing," masks, and hygiene as may be ordered by the State or local authorities and as may be directed in the Contract Documents. A proposing contractor with an A or B license and any MEP contractor (whether a proposing contractor or subcontractor listed in the proposal) must be prequalified pursuant to Education Code section 17406(a)(2)(C) and Public Contract Code section 20111.6(b) through (m) prior to submitting a proposal. (See Sections IV.E and IX.E., below.) An "MEP contractor" is one who will perform work that requires one of the following classes of license: C-4, C-7, C-10, C-16, C20, C-34, C-36, C-38, C-42, C-43, or C-46.Prequalification applications are available on the District's website. To be prequalified for the Contract, prequalification application packets must be completed and submitted no later than January 26, 2026.
