SCOPE OF SERVICES The Drinking Water Facilities Plan will address major areas of study over a 20-year planning period, including these tasks: 1. Development of a stakeholder list, including planning and development entities from each community served by the PWTF either directly or through the Dutchess County Water and Wastewater Authority, including planning boards, comprehensive planning committees, economic development committees, Dutchess County Planning & Development, and any other impacted stakeholder that may contribute to the development of water demand trends and forecasting. A technical memorandum describing each entity, the primary contact, and engagement approach will be developed and approved by the Board. 2. Description of existing flows and loadings, including historical trends over the previous 20 year period, and identification of factors historically driving flow increases (population, development, water sales, etc.). Correlations should be demonstrated that indicate relationship between the historic flow increases and the sources of demand. Analysis of demand sources shall not be limited to population projection. 3. Estimation of future flows and loadings, including review of the findings of 2025 Flow Study, and identification of any identified discrepancies, or recommended revisions to those findings. 4. Description of existing facilities, capacity for each unit process, hydraulic profile, mass balance and conformance to current regulatory requirements and engineering guidance. 5. Description of performance deficiencies or problems for each unit process, including power demands, instrumentation and controls. 6. Descriptions of source water deficiencies or problems including quantity concerns such as climate change impacts on low river levels and drought conditions, and quality concerns including the impact of changing salt front location, harmful algal blooms and emerging contaminants. The need for and potential sources of emergency water supply must be included in this analysis. 7. Evaluation of alternatives for each unit process to address needs including opinion of probable cost for each alternative. 8. Evaluation of alternative treatment approaches to current unit processes including opinion of probable cost for each alternative. 9. Facility siting analysis to identify approach at existing parcel and potential additional locations for drinking water treatment. Maximum achievable treatment capacity of current parcel should be identified. Minimum of three other potential parcels for drinking water treatment expansion shall be considered. Provide opinion of probable cost for all alternative locations. 10. Financial and legal analysis of Joint Water Board organizational structure and fiscal responsibility. This evaluation should review the intermunicipal agreement, organizing charter, and current structure and determine the structure that is most appropriate and advantageous to the Town and City. Availability to secure financial support including loans and grants should be included. 11. Recommendation of proposed approach to achieve projected flow capacity, including a 5-year incremental phasing plan, hydraulic profile and mass balance. 12. Evaluation of instrumentation and controls, energy efficiency and power requirements including recommendations for power conditioning. 13. Implementation Plan and Schedule 14. Listing of anticipated permits, licenses and certifications necessary to implement recommended alternatives. 15. Description of applicable of grants and/or loans and recommended funding approach. 16. Development of a public participation plan and facilitation of the public participation plan. Deliverables: a. Stakeholder List & Engagement Plan - Draft & Final (Task 1) b. Evaluation of Future Flows Report - Draft & Final (Task 2 & 3) c. Comprehensive Drinking Water Facilities Plan (Task 4 - 14) i. 30% Draft - Review of all existing unit processes including: existing flow capacity, regulatory compliance, conceptual approach to reach proposed demand, hydraulic grade line, mass balance. (Tasks 4 - 5) ii. 60% Draft - Address previously received comments, capacity upgrade evaluation for each unit process including alternative technology assessment, electrical service and demand assessment and siting assessment. (Tasks 6 - 10) iii. 90% Draft - Address all previously received comments, inclusive of Tasks 4 - 14. iv. 100% Draft - Facilities plan will be submitted to NYSDOH and Dutchess County DOH. v. 100% Final - Respond to all regulatory comments. d. Progress Report - Via email, due 4 days before first Monday of each month after contract execution. Meetings: a. Kick Of Meeting b. Facility Tour c. Flow Report Draft Review d. Report Presentation to the Board e. 30%, 60%, 90% and 100% Review f. Comprehensive Facilities Plan Presentation to the Board g. Two additional meetings. All meetings will be in person. The Drinking Water Facilities Plan will evaluate the condition and capacity of the PWTF to accommodate current and projected flows and loadings. Recommendations will include a proposed project implementation plan, estimated costs, lifecycle cost analysis, schedule, and an assessment of environmental impacts. The Drinking Water Facilities Plan should be completed in a format consistent with the Engineering Report Outline for New York State Assisted Drinking Water Infrastructure Projects and suitable for use in project funding.
