The work consists of constructing the Contract No. 3 Birch Street Water Line Extension Project (Installation Only), DWSRF Project No. FS010336-01, under one contract. The principal items of work include: 1. Installation of approximately 2,200 linear feet of 6-inch water main 2. Fire hydrant 3. Two road bores 4. Miscellaneous valves, fittings, and accessories 5. Water service reconnection 6. Miscellaneous asphalt replacement Plans, specifications, and contract documents are available for inspection or purchase. Bids must be received by the set deadline. The contract will be awarded to the lowest responsible and responsive bidder. No bid may be withdrawn after the time for opening. The contract time is 90 consecutive calendar days, and liquidated damages will be assessed if the contract time is exceeded. Extensions of time may be requested and must be approved prior to the contract completion date. Funds for this project come from Drinking Water State Revolving Funds and all applicable federal guidelines must be met. The owner reserves the right to reject any or all bids, waive any informality, and accept any bid considered advantageous to the owner. There will be no pre-bid meeting. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
