The work includes all labor, materials, tools, supplies, utility and transportation services, equipment, and all incidentals necessary for the CY 2026 Contract Milling Program. All work must be done in strict compliance with the plans and specifications prepared by City Staff. Bids must be submitted via the electronic bid system. Bidders must register as suppliers in the system for bid submission. Prices in bids should exclude sales taxes, as a tax exemption certificate will be provided to the awarded contractor for qualifying construction materials. For bids over $100,000, a Bid Bond of 5% of the bid amount is required, and for awarded bids over $100,000, a Performance Bond equal to 100% of the contract amount must be furnished. The contractor will begin work on each group of streets within ten working days of receiving a notice to proceed. Liquidated damages of $500 per day apply for delays. Manufacturer’s written warranties and guarantees are required. Bidders must submit a Certificate of Insurance for General Liability, Workers Compensation, and Vehicle insurance with the bid. The City reserves the right to reject any or all bids and to waive technicalities and irregularities. Contractors must ensure non-discrimination in employment. Potential prime contractors are encouraged to contact DBE sub-contractors for participation opportunities. Specifications, contract documents, and general contract conditions govern all improvements and must be followed as part of the contract execution. Payments will be made monthly as specified in the general contract conditions. Preference is given to products and provisions grown and coal produced within the State of Iowa.
