This is a qualifications-based progressive design-build procurement pursuant to California Public Contract Code Section 22162, and is not a low-bid process. Phase 1 includes facility assessment, space programming, conceptual design alternatives, and cost modeling to support relocation of the Police Department, Information Technology Department, and future municipal uses, and will inform the City's decision on whether to proceed with Phase 2 design and construction.
