The project consists of furnishing all the materials, tools, labor, and equipment to complete a fully functioning 7.2-acre landfill cell. The work includes, but is not limited to: mobilization/demobilization, access road, borrow sites, cohesive soil liner, geo synthetic clay liner, 60 mil double-sided textured flexible membrane liner, 330 mil double-bonded drainage net, protective cover, 8" leachate collection system, rain cover, stormwater diversion pump, and all associated appurtenances. Two signed copies are required in a sealed envelope marked with the project name, attention to the County Manager, and the contractor's license number and name. Submission by email is not acceptable. A bid bond, certified check, or cashier's check for five percent (5%) of the total base bid must accompany each bid. A 100% performance and labor and material payment bond are also required. Bidders must provide evidence of insurance as specified. Bidders must be properly licensed under North Carolina law. Bidders must also submit an E-Verify Affidavit and an Iran Divestment Act Certification and are required to follow guidelines for recruitment and selection of Minority Businesses. Only bidders appearing on the "List of Plan Holders" may bid. The county reserves the right to reject any or all bids and to waive informalities and irregularities.
