Site work for a fire / police facility in Woodburn, Oregon. Completed plans call for site work for a fire station.

Bids shall be submitted in a plain, sealed envelope bearing the bidder's name, the name of the project, the date and time of the bid opening, and shall be marked "Bid No. 2025-04". The major items of work are estimated (approximate) quantities as follows: 1. Schedule A: a. Removal of thirteen conifer trees. b. Installation of a catch basin as connecting to existing 15" PVC SD. c. Approximately 0.32 Acres of grading, base rock and Asphalt paving. d. 345 'of slatted 6' chain link fence. e. Lighting, extruded curb, stripping and Minor site restoration with tree planting. 2. Schedule B: a. Bank Excavation in ODOT ROW. b. Approximately 205 ft2 of Segmented Block retaining wall construction. c. Site restoration. 3. Schedule C:. a. Approximately 220' of 8' High Security Rail Road fence. b. Approximately 475' of 6' slatted chain link fence. c. One 10' gate in the chain link fence. Plans and specifications may be examined at the Public Works - Engineering Building, located at 190 Garfield Street, Woodburn, or on or after Friday January 16, 2026. Electronic plan sets are available on the Engineering Division's website. Instructions: All proposals shall be made on the proposal forms. All proposals shall be accompanied by a bid bond equal to ten percent (10%) of the total bid. The form of the bid bond shall be either the surety's standard form or the AIA form. The bid bond shall be forfeited to the city if the contractor fails to execute the contract within the time allotted under the specifications. Addenda must be signed and submitted with the bid proposal to be considered a responsive offer. Bidders on public works projects with an estimated value of $100,000 or more are required to disclose, two-hours after bid opening, the bidder's first-tier subcontractors on the required form provided in the contract documents. The three lowest bidders may not withdraw or modify their bid prior to the lapse of 35 days after the bid opening. All project work shall be substantially complete by the specified date. The city reserves the right to reject any and all bids not in compliance with prescribed bidding procedures and requirements and may reject for good cause any and all bids upon a finding of the agency if it is in the public interest to do so. Pre-qualification requirements: Bidders must be pre-qualified in accordance with the laws of the State of Oregon. A bidder must file for prequalification; there is no fee. An ODOT prequalification approval letter can be submitted in lieu of prequalifying directly with the City of Woodburn. To prequalify directly with the city, bidders shall make application using the standard form available on the city's website. Only bids from pre-qualified bidders will be opened. No bid for a construction contract shall be received or considered unless the bidder is registered with the Construction Contractors Board. The contractor and every subcontractor must have a public works bond filed with the CCB before starting work on the project. Bidders need not be licensed for asbestos handling pursuant to ORS 468A.720. Each bidder must indicate on the bid form whether they are a resident or nonresident bidder as defined in ORS 279A.120 (b). All proposals shall be made on the proposal forms provided and accompanied by the required bid bond. The Engineer's cost estimated range for the construction of this project is between: $250,000 and $320,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
