The Owner desires to construct a PFAS treatment facility at its 88th and Pine Street Wells location in Lakewood, Washington. Work to be performed includes construction of a granular activated carbon (GAC) facility designed to remove per- and poly-fluoroalkyl substances (PFAS) from a potable groundwater source, installation of four GAC vessels and media (pre-purchased), construction of a reinforced concrete backwash tank, yard piping, installation of owner-furnished chemical feed systems, installation of instrumentation using the owner's selected integrator (S&B), construction of in-ground infrastructure including water mains, manholes and vaults, electrical conduit and wiring, construction of a stormwater infiltration system, construction of a booster pump station and electrical/control upgrades, installation of a pre-engineered metal building, installation of vertical and end-suction centrifugal pumps and ancillary equipment, site preparation (including tree removal, grading, excavation, fence installation, landscaping, and miscellaneous improvements), and modifications to the existing water treatment building. The contractor will accept assignment of pre-purchase contracts for certain equipment and be responsible for their performance. All interested bidders are required to attend a site visit with District personnel. Each bid must include a bid deposit of at least five percent of the bid amount. The successful contractor must furnish a performance and payment bond for the total contract price, have a business license with the City of Lakewood, and perform the contract as specified including corrective work and cleanup. Substantial completion of all work is required within 335 calendar days, with final completion and all corrective work required within 365 calendar days of the notice to proceed. The project is estimated at $7,800,000. The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities.
