Duquesne Street Reconstruction and Lead/Copper Line Inventory & Replacement involves work at four locations in the City of Duquesne: Hinnerman Street from Crawford Avenue to Kinsley Avenue, Maryland Avenue from Monterey Street to Mifflin Street, South 5th Street from Kennedy to Priscilla, and South 2nd Street from Kennedy to Camp. The scope consists of trenching the current water service lines from the main to the curb, determining the material of the line and replacing lines that are lead, filling the trench and restoring the disturbed area, milling remaining road surface, placing binder and wearing courses, keyways, utility adjustment, and associated work. Project proposals must be submitted online with all required documents completed in full. Bidders must be authorized to do business in Pennsylvania and provide a bid bond equal to ten percent of the proposal as a guarantee that the successful bidder will enter into an agreement and promptly commence construction. Compliance is required with multiple federal, state, and county requirements including labor standards, minority and female business enterprise goals, veteran-owned small business goals, and provisions to utilize lower-income residents for employment and training, among other statutes and ordinances. All contracts and subcontracts must include specified federal and local clauses, and compliance with the Pennsylvania Prevailing Wage Act is required. The Steel Rivers Council of Governments reserves the right to waive informalities or reject any or all proposals or parts thereof. The removal of catch basins, installation of new inlets, manholes, and approximately 500 linear feet of storm sewer varying in size from 15" to 24"; construction of two endwalls with rip rap aprons; roadway pavement restoration; seeding and topsoil restoration; and other related and incidental work. Final Completion 90 calendar days The work to be performed under this Contract provides for, but is not limited to, installation of the following facilities including all other appurtenances required to provide a complete and operational system. Contract - 2025 Storm Sewer Improvement Projects, Ashford and Westfield/Yale and Kenyon Court: a. In general, the 2025 Storm Sewer Improvement Projects, Ashford and Westfield/Yale and Kenyon Court involves removal of existing catch basins and storm sewer and installation of new infrastructure Existing catch basins will be demolished/removed and new inlets, manhole and storm sewer piping (ranging from 15-inch to 24-inch) will be installed to convey stormwater to two (2) newly installed PennDOT Type D Endwalls with R-7 Rip Rap aprons. b. The project will include E&S Control, exploratory excavation and backfill (as directed by the Owner), tree removal, clearing & grubbing, trench restoration (paved and unpaved), seeding and topsoil restoration. Two new endwalls with R-7 rip rap aprons will be installed as part of the work. c. Contractor to obtain all permits necessary to complete the work including road opening permits, and any other permits required. d. Contractor to provide traffic control and maintenance and protection of traffic as required during the duration of the project. e. Contractor shall repair all roads as indicated in the specifications, the standard details, or per the requirements of the roadway Owner. f. Contractor shall remove, preserve, and restore signs, mailboxes etc. upon completion of the project. Traffic safety signs (stop, speed limit, etc.) shall be installed immediately. g. Daily site restoration and clean up of Contract work . h. Submission to the Project Owner of redlined record drawings, project photographs and videos prior to submission of final Application for Payment. MBE (13%), WBE (2%), DVBE (5%) Question Deadline 01/27/2026 at 5:00 PM ET All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing . Owner or Owner's Representative will not be required to provide answers to questions received after this date and time. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
