Consultants submitting proposals are encouraged to suggest additional project tasks that take a creative approach to safety solutions as a demonstration of their expertise and competence with quality consulting work and procedures. The scope of services for this Project shall be inclusive of all activities necessary to initiate and complete a CSAP. The work to be performed by the consultant should lay out an evidence-based analysis of transportation crashes and other transportation safety needs. Key elements of the CSAP shall include: _ The 7 components of an Action Plan as defined by USDOT. The components include Leadership Commitment and Goal Setting, Planning Structure, Safety Analysis, Engagement and Collaboration, Policy and Process Changes, Strategy and Project Selections, and Progress & Transparency. _ Updating and building off previously approved LRSP so it can be CSAP compliant _ Analysis of existing conditions and historical crash trends for a 5-year (2019- 2024) period shall be examined. _ Analysis of systemic and specific safety needs. _ Public Engagement, with emphasis on vulnerable roadway users. The City is currently undertaking a General Plan update where Public Engagement is occurring. It is anticipated that these General Plan engagements can count towards CSAP engagement, however more focused engagements may be needed but that shall be determined by the selected consultant. _ Assess current transportation policies, identify opportunities to enhance policies to incorporate safety, and create implementation plan. _ Identify transportation safety projects, strategies, and prioritization. _ Develop performance measures. _ Coordination with the City's General Plan update, specifically the Transportation Element. The scope of services shall include but limited to: TASK 1 - PROJECT MANAGEMENT AND MEETINGS TASK 2 - BENCHMARK ASSESSMENT AND DATA COLLECTION TASK 3 - SAFETY DATA ANALYSIS TASK 4 - COMMUNITY ENGAGEMENT TASK 5 - DEVELOP PRIOTITIZED PROJECTS AND STRATEGIES TASK 6 - PERFORMANCE MONITORING TASK 7 - REPORT DOCUMENTATION
