Submit questions before the Q&A deadline on February 5, 2026 at 4:00 PM CST The City of Houston ("City") is seeking professional engineering services in support of permitting, design, and construction of a monofil site for surface water treatment solids. The City invites each Respondent to submit a Statement of Qualifications ("SOQ") in response to this Request for Qualifications ("RFQ") M/WBE Goal: 26% Notification of Intent to Award (estimated) : April 2026 Council Agenda Date (estimated) : April 2026 Contract Start Date (estimated) : May 2026 SCOPE OF WORK The project involves support for permitting, design, and construction of a monofil site for surface water treatment solids. The site is approximately 280 acres and located near the intersection of FM1960 and Crossby-Huffman Road. The selected firm will be required to provide the following scope tasks which may include, but not limited to: o Provide professional engineering services that include evaluations, alternative analysis (including life cycle cost analysis and cost estimates), recommendations for improvements, associated design and construction engineering services, constructability reviews, permitting, and bid phase support. o Identify and obtain necessary permits and approvals (i.e., COH permitting, TXDOT, US Army Corps of Engineers, TCEQ, railroad, HCFCD, pipelines, CenterPoint Energy, and other utilities as applicable). o Conduct site reconnaissance, o Prepare and obtain disposal permit(s) from local, state, and federal agencies, o Assembling detailed technical plans and specifications for the construction of the monofil o On-site project representation, observation, review, and documentation of work progress during the construction phase. o Identify and coordinate with community stakeholders, (i.e., homeowner associations, neighborhood civic clubs, etc.). o Provide additional professional services as required and authorized for services such as. Services may include, but not limited to, surveying, environmental assessments, geotechnical engineering, and Subsurface Utility Engineering (SUE).
