Upper Valley Waste Management Agency seeks a most qualified contractor to conduct a waste characterization study of materials generated and discarded in areas of unincorporated Napa County and the Cities of Calistoga, St. Helena, and Town of Yountville. Upper Valley Waste Management Agency (AGENCY) seeks a most qualified contractor to conduct a waste characterization study of materials generated and discarded in areas of unincorporated Napa County and the Cities of Calistoga, St. Helena, and Town of Yountville (STUDY AREA). The study will entail sampling and sorting of materials delivered by contracted and non-contracted private recyclers and waste haulers, as well as the public, to a transfer station and a landfill site located in the STUDY AREA. The contractor will sample and sort streams of discards from single and multi-family residences, commercial entities (including government facilities) and those of residents, businesses, and government entities that "self-haul" to disposal sites. Proposers may submit written questions on the RFP by email directly to the AGENCY representative, Amanda Griffis, Supervising Environmental Resource Specialist (Amanda.Griffis@countyofnapa.org) by 5:00 p.m. on January 20, 2026. The AGENCY will respond to questions it receives by this time by emailing an addendum to all entities that submit a proposal. The contractor will arrange for and conduct sampling and measurements of residential, commercial, and self-haul loads, including C&D streams generated within the STUDY AREA over a single season of 2026.
