This request is for the supply and delivery of bulk gasoline and diesel fuel. The scope is divided into two parts: Part A covers cardlock dispensing and delivery of various gasoline and diesel fuels (cardlock-dispensed clear diesel, coloured diesel, regular gasoline, high grade gasoline, as well as delivery of coloured diesel and regular gasoline). Part B covers the delivery of ethanol free midgrade gasoline for marina use. Respondents may submit pricing for either or both parts. All rates must be in Canadian funds, all-inclusive of labour, materials, travel, insurance, delivery, hazardous materials fees, taxes (except for HST), and any other required charges. Quantities are approximate and may be adjusted depending on budget and operational needs. Bidders must ensure adequate resources to meet the required service levels for each part bid on and be able to fulfill all requirements for the parts they select. Pre-conditions for award include submission of insurance certificates, WSIB clearance, safety data sheets, a spill prevention and emergency response plan, supporting documentation for ethanol-free gasoline (if applicable), execution of the agreement, and electronic funds transfer setup. Additional bidder instructions include providing references for similar projects, meeting all technical and pricing requirements, and following all submission and conflict-of-interest rules as specified. Pricing will be evaluated based on the lowest total price by part, with contracts potentially awarded for either or both parts to one or two entities, depending on compliant bids.
