North Broad Street Phase II Roadway Improvements consists, but is not limited to, all labor, material, and equipment necessary or required to complete all proposed improvements. The project generally entails milling of existing asphalt roadway, new asphalt roadway, curbing, sidewalk, signage, striping, and topsoiling/hydro-seeding. Bids must be submitted on the bid forms provided within the documents in the manner designated. Bids must be enclosed in a sealed envelope bearing the bidder's name and address, labeled "North Broad Street Phase II Roadway Improvements" and addressed to the Borough of Clayton, Attention: Municipal Clerk. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Borough. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check, or bid bond payable to the Borough of Clayton in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. All bidders are required to provide a copy of the contractors and subcontractors business registration certificate(s) issued by the Department of the Treasury. All Contractors and subcontractors must also comply with the "Public Works Contractor Registration Act" and Disclosure of Ownership requirements. The successful bidder shall also comply with the provisions of the New Jersey Prevailing Wage Act. Certificate of Surety shall be written by a surety company listed on the United States Treasury Department Circular 570 and the New Jersey List of Approved Surety Companies. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Borough of Clayton and be issued by a surety authorized to do business in New Jersey. The successful bidder must comply with Affirmative Action requirements and furnish an Initial Project Manning Report upon execution of the Agreement. Contractor is responsible for filing an annual disclosure statement on political contributions if applicable. The Borough reserves the right to require a financial and experience statement from prospective bidders, and to reject or waive minor defects in any or all bids.
