Site work and paving for a civil project in Clayton, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The overall project will include replacing the existing 8" cement-tin trunk line water main along North Delsea Drive from 1111 North Delsea Drive to Sienna Lane, approximately 825 feet. The existing cement-tin main is located in the eastern paved shoulder of Delsea Drive. The intent is to construct the new main via majority directional drill and some open cut, in the earthen area behind the existing utility poles or in the paved shoulder if insufficient ROW exists. The main will be directionally drilled under Delsea Drive at all crossings The project consists of installation of approximately 825 linear feet of 12" HDPE SDR 11 water main along North Delsea Drive to include interconnections of mains at side streets, valves, fittings, water service connection, and fire hydrants as indicated. Backfilling and restoration of bituminous pavement within the State Roadway in accordance with NJDOT details will be required. If needed, installation of any required soil erosion and sediment control measures, and the stripping and stockpiling of topsoil for post construction installation may be necessary. Night work will be required for portions of this project as required by NJDOT. This Contract is being bid in accordance with local public contract bid laws and Bidders shall comply with the Local Contracts Law, N.J.S.A. 40A:11-1 et seq. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. A Pre-Bid conference has not been scheduled for this project. Question Deadline 04/14/2025 Bidders questions are requested . Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Clayton in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. Certificate of Surety shall be written by a surety company listed on the United States Treasury Department Circular 570 and the New Jersey List of Approved Surety Companies. No bidder may withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids. Pursuant to N.J.S.A. 40A:11-23.3, if within five (5) days after Bids are opened, any Bidder files a duly signed, written notice with Owner that demonstrates, to the reasonable satisfaction of Owner, that there was a material and substantial mistake in the preparation of its Bid, that Bidder may withdraw its Bid, and the Bid security will be returned. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Owner and be issued by a surety authorized to do business in the State of New Jersey. Contractor is advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A20.13 (P.L. 2005, c271, s3) if the contractor receives contracts in excess of $50,000.00 from public entities in a calendar year. The Owner and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. The Owner reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Owner, in accordance with Local Public Contracts Law and will determine the lowest responsible and responsive bidder in compliance with N.J.S.A. 40A:11-24. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications. Furthermore, the Owner may request written clarification of any aspect of the bid where, in the Owner's opinion, ambiguities exist. Doc Notes: If contract documents are to be mailed, add thirty-five dollars ($35.00) to the cost of the documents. NO REFUND SHALL BE MADE FOR RETURN OF THESE DOCUMENTS. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
