Site work and paving for a mixed-use development in Clayton, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

There will not be a Pre-Bid Meeting. South Broad Street Roadway Improvements (base bid w/ alternates) consist, but not limited to all labor, material and equipment necessary or required to complete all proposed improvements to South Broad Street Roadway Improvements, as set forth in the specifications and construction plans. Milling of existing asphalt roadway, new asphalt roadway, roadway stripling, signage, installation of concrete verticle curb, driveway aprons, compliant handicap accessible ramps, concrete swales and top soiling / hydro-seeding. 1. Sickels & Associates, Inc. will Fed Ex the Bidding Documents from the office. 3. Checks should be made payable to Sickels & Associates, Inc. NO REFUND SHALL BE MADE FOR RETURN OF THESE DOCUMENTS. Neither Owner nor Engineer will be responsible for full or partial set os Bidding Documents, including Addenda id any, obtained from sources other than the issuing office. Each Bidder must purchase the Bid Documents from the issuing office in order to submit a bid. 4. Bidders shall adhere to the Local Finance Notice 2020-06 from the New Jersey Department of Community Affairs Division of Local Government Services, "the Division recommends establishing a protocol for hand delivery of bids that limits exposure to pathogens". The protocol includes: - Bids will be opened and read aloud in the offices of Sickels and Associates Inc., at the time and date designated in the Notice to Bidders. - Any observers of the opening are requested to refrain from person to person contact (i.e. handshaking, etc.) and maintain a minimum of 10 feet of personal space between individuals (i.e. social distancing.) - Any observers of the bid opening are requested to follow the prevailing health and public safety guidelines from applicable authorities. Bids must be submitted on the bid forms provided within the documents in the manner designated therein. Bids must be enclosed in a sealed envelope bearing the bidder's name and address labeled "South Broad Street Roadway Improvements" and addressed to the "Borough of Clayton c/o Sickels & Associates, Inc. 833 Kings highway, Woodbury, New Jersey 08096, Attention Ms. Christine Newcomb, Borough Clerk. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Borough of Clayton c/o Sickels & Associates, Inc. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Clayton in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. The Contract, is awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Bidding Documents. The Borough will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. Should there be any reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Borough and the bidder. A;; bidders are required to provide a copy of the contractors and subcontractors business registration certificates(s) issued by the Department of the Treasury in accordance with Section 1 P.L. 2004, c. 57 (c.52:32-44). All Contractors and subcontractors must also comply with the "Public Works Contractor Registration Act" (P.L. 2203, c.91) and P.L., c. 33 (Disclosure of Ownership). The successful bidder shall also comply with the provisions of the New Jersey List of Approved Surety Companies. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Borough of Clayton and be issued by a surety authorized to do business in the State of New Jersey. The successful bidder must comply with Affirmative Action requirements pursuant to Public Law 1975 C. 127 (N.J.A.C. 17:27) as revised and amended to date, and must furnish and Initial Project Manning Report (AA201) upon execution of the Agreement. Contractor is advised of the responsibility to file and annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c271, s3) if the contractor receives contracts in excess of $50,000.00 from public entities in a calendar year. It is the Contractor's responsibility to determine if filing is necessary. Additional information on this requirements is available from ELEC at 888-313-3532 or at online The Borough of Clayton and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature requires before furnishing proposal forms of specifications, or before awarding the contract. The Borough of Clayton reserves the right to reject and and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Borough of Clayton. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications.
