The Smithsonian reserves the right to request all estimates from subcontractors, suppliers and the prime contractor supported by back up documents showing man-hours, wage rates, material quantities, and material unit costs. The proposal must be in compliance with the Davis-Bacon Wage Act. The proposed prices will be evaluated for reasonableness. Price reasonableness determines whether an Offeror's price is too high or too low. Analysis of price proposals will be performed using one or more of the techniques defined in FAR 15.404 in order to determine price reasonableness. The Smithsonian Institution reserves the right, in accordance with the regulations governing this request for proposal, to reject offers that are deemed to reflect an unrealistic price, suggesting a lack of understanding of the complexity and risks associated with the contract requirements. Award of this project is contingent upon the availability of funding and will be at the discretion of the Contracting Officer.
