Buyer intends to enter into a Contract with an installing Contractor. The Project Bid for Delivery of Goods and Services consists of supplying three (3) enclosed screw pumps along with shop drawing submittals, operation and maintenance manuals, installation checks, field testing, and onsite training. All eligible Bids must be submitted online through QuestCDN VirtuBid. Prospective bidders must be on the Planholder list through QuestCDN for bids to be accepted. Bidders are required to comply with Wyoming Statute 15-1-113(f) regarding bid securities. A Bid Guaranty in the form of a properly executed Bid Bond payable to the City in the amount of not less than 5% of the total base bid amount must accompany each online bid in the form of a scanned electronic copy. If the bid is less than $150,000.00, a Cashier's Check for not less than 5% of the total base bid amount may be submitted. The successful Bidder will be required to deliver the hardcopy Bid Guaranty within five business days and execute an Agreement within thirty days after Notice of Award is issued. The Bid Guaranty shall be forfeited as liquidated damages if the Bidder fails to execute the Agreement or provide proper Bond or other form of Guaranty. Preference is given to materials, supplies, agricultural products, equipment, machinery, and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal. If the contract is to be awarded, it shall be let to the responsible certified resident making the lowest bid if the certified resident's bid is not more than five percent higher than that of the lowest responsible nonresident bidder. Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids and must submit the required documentation. All bidders must have a Unique Entity Identifier (UEI) and be registered on SAM.gov before the award date to be eligible for the award.
