The Kaskaskia Regional Port District is soliciting Statements of Qualifications from qualified professional engineering firms to provide planning, design, permitting, and construction-related services for various intermodal, rail, maritime, industrial, and port infrastructure projects under a multi-year term contract. The contract will include a pre-qualified pool of engineering consultants to support the capital improvement program for projects such as rail and intermodal infrastructure, marine and river terminal facilities, industrial site development, roadway, drainage, and utility improvements, as well as structural, geotechnical, environmental engineering, construction engineering, resident inspection, and grant documentation and reporting support services. Services will be provided on an as-needed basis, with KRPD reserving the right to add or remove services per project. Specific tasks may include site layouts, conceptual designs, track and corridor upgrades, energy charging station plans, structural assessments, geotechnical studies, hydrology, environmental permitting, surveying, construction inspection, and grant-funded project support. Firms must comply with all applicable federal and state requirements. Submittals should not contain cost information. Qualifications should clearly define the firm's or team's expertise and the categories of services intended to be provided, with identification of which firm will perform each category of work if submitting as a team. Required submittal materials include a cover letter, firm qualifications, project team, representative projects, technical capabilities, understanding of KRPD operations, federal project support ability, and office/staff locations. Three hard copies and one digital copy are required. Submittals must be clearly labeled and submitted by the specified deadline. KRPD reserves the right to reject any or all submittals, modify or cancel the request, issue task orders to any selected firm, negotiate scope and fees, and terminate agreements as necessary.
