The City requires a comprehensive Agenda Management System (AMS) to replace its current solution. The AMS must support the City Clerk’s Office and Executive Assistants in preparing, managing, and publishing agendas and minutes for Council and Committee meetings. The system must offer agenda creation, meeting management, and public access to agendas and minutes, with customizable templates, workflow automation, and integration with the City’s identity management systems. It must support historical data migration from the previous platform and comply with municipal records retention and privacy legislation. The vendor will be responsible for AMS software and implementation services, conducting requirements workshops, configuring the system, migrating data, and delivering training. The City will provide access to necessary stakeholders and data, and approve configurations and migration validation. System requirements and specifications are detailed in an attached appendix. Training, user guides, security features, and Canadian data residency are required components. The AMS implementation must align with the decommissioning of the current solution and meet outlined privacy, accessibility, and workflow requirements. Proponents must follow all instructions for structuring and submitting proposals, including required forms, pricing information, and proof of insurance and business licensing.
