The project involves a Municipal Service Review for Halifax Regional Municipality. The final deliverable is a public recommendation report to be shared with Halifax Regional Council, outlining prioritized opportunities to reduce costs, generate revenue, and/or increase efficiency to avoid future costs, including estimates for the financial impact of each recommendation. The deliverable must consider all services provided by Halifax Regional Municipality, whether delivered internally or contracted to a third party. This includes all municipally offered or supported public services and internal administrative functions, excluding the Mayor’s Office, the Office of the Municipal Auditor General, Halifax Regional Police, and the formulation and administration of services and by-laws related to licensing and by-law enforcement. There is also a requirement to submit all supporting documentation, and a high-level funding analysis of external agencies, boards, or organizations to determine if reductions may be considered. Benchmarking with comparable cities or regions must be included, and all recommendations should provide clear rationale and evidence, including risk, impact to residents and workforce, and consideration of existing inequalities. HRM reserves the right to request an optional service review of Halifax Regional Police, priced separately.
