Sealed bids are requested for the Congress Street and Van Buren Street Resurfacing Project, which includes the resurfacing of Congress Street from Indiana Harbor Belt Railroad to Harrison Street and Van Buren Street from Indiana Harbor Belt to 25th Avenue. Proposals must be submitted on the provided forms and accompanied by a bid bond, certified or cashier's check for at least 10% of the proposal amount. Proof of prequalification with the Illinois Department of Transportation for at least 50% of the work's value is required before issuing bidding documents. The successful bidder must file a performance bond for 100% of the bid and provide sufficient insurance or indemnity guaranteeing protection against claims for damages during construction. All work must comply with federal labor standards, including the Davis-Bacon Act, Contract Work Hours and Safety Standards Act, Copeland "Anti-Kickback Act," and "Section 3" affirmative action requirements to train or hire lower income residents and subcontract with local small businesses. Compliance with the Prevailing Wage Act and all other applicable federal requirements is required. The Village of Bellwood reserves the right to determine the lowest responsible bidder, waive irregularities, and reject any or all proposals.
