Greenwood County is requesting Qualification Statements from interested and qualified Engineering Firms to perform planning, surveying, and environmental due diligence services on the Hodges Corporate Park (HCP). The HCP contains approximately 287.50 acres, main site located at 4719-4721 HWY 25 N, Hodges, SC 29653 also, including the three residential lots at 4601-4603-4605 HWY 25 N, Hodges, SC 29653, bearing the tax parcel ID #s 6839-003-983; 6829-870-959; 6829-814-999; 6920-725-034; 6829-971-959; 6829-935-957; 6829-963-821; 6829-849-812; 6829-844-792; 6829-859-796; and 6829-872-794. Additional scope could include overall design services for future development of the HCP as the Engineer of Record. The purpose of this Request for Qualifications (RFQ) is to obtain information about Engineering Firms interested in providing expert professional, technical, and advisory services listed in the Scope of Services at the discretion of Greenwood County. The information obtained will be utilized by Greenwood County to evaluate each interested firm based on the criteria outlined in this Request for Qualifications. The award of any contract or agreement is contingent upon the receipt or availability of adequate project funding. The South Carolina Department of Commerce (SCDOC) maintains a Palmetto Sites (Site Certification) Program, which provides potential prospects with due diligence reports that enhance the marketability of potential industrial sites and parks throughout the state. These services requested by Greenwood County are in anticipation of inclusion in the 2026 Palmetto Sites Program and should meet the attached Due Diligence Requirements for Grant Eligibility. 1. General Location Map depicting transportation infrastructure (bridge weight limits, overpass heights, etc.) between the site and major highways/interstates. 2. Existing Conditions Map outlining property boundaries using satellite aerial imagery with utility lines displayed (size and distance to site). 3. County Tax Parcel Map with property boundaries clearly outlined. 4. Zoning Classification Map with property boundaries clearly outlined. 5. USDA Soil Survey Map with property boundaries clearly outlined. 6. FEMA Flood Map with property boundaries clearly outlined. 7. National Land Cover Database (NLCD) Map with property boundaries clearly outlined. 8. National Wetlands Inventory (NWI) Hydrology Map with property boundaries clearly outlined. 9. Buildable Area Map identifiying the largest contiguous developable site. 10. Slope Analysis Map 11. KML/KMZ Site Boundaries 12. Topographic Survey indicating the two-foot contours of the property (LIDAR download acceptable). 13. Environmental Site Assessment 14. Wetland and Stream Delineation 15. Jurisdictional Determination Package Prep and Submittal (PJD letter from U.S. Army Corps of Engineers) 16. Threatened and Endangered Species Survey (USFWS & SCDNR concurrence letters) 17. Archaeological and Historical Investigation (SHPO concurrence letter) 18. Preliminary Geotechnical Exploration 19. Master Conceptual Plan, including cut/fill map and quantities, cost and schedule estimates for mass grading, roadway improvement, utility extension, and rail spur. 20. ALTA Boundary Survey 21. Executive Summary of Deliverables Question Deadline 01/28/2026 at 2:00 PM ET Questions concerning this RFQ specifications, or clarification of any omissions or discrepancies shall be submitted via online. All answers to inquiries will be posted on online. Question Response Deadline: February 4, 2026, 2:00pm All submitters must certify that if awarded a contract they will comply with all applicable provisions of The Drug-free Workplace Act, Title 44, Chapter 107 of the South Carolina Code of Laws, as amended. The County reserves the right to reject any or all Qualification Statements. Without limiting the generality of the foregoing, any proposal which is incomplete, obscure, conditional, or otherwise irregular, or which has erasures or corrections in prices, or in which unit prices are omitted or are obviously unbalanced, may be rejected. However, the County Manager reserves the right to waive informalities on the basis of its best interests. The method of Contractor Selection has not been Determined at this time.
