The work consists of all labor, skill, and materials required to properly construct the project, which generally includes replacement of the sludge press control panels and replacement of the residuals building air compressor and air dryer at the Marshall MU WTP facility. Bidders must meet the minimum qualifications specified in Specification Section 00 45 13 - Bidder Qualifications Form, and certify they are a Responsible Contractor as per Minnesota Statute 16C.285 by signing the certification form in Specification Section 00 43 29 - Responsible Contractor Verification Form. Each bid must be accompanied by a Bidder's Bond, executed by the bidder and a surety company authorized in Minnesota, equal to five percent of the bid amount, guaranteeing contract entry within fifteen days of Notice of Award, with a license for the full bid amount. Only bids meeting these bond and license requirements will be considered. Bidders proposing substitute or 'Prior Approved Equivalent' items not listed in the specifications must submit a qualification package at least fourteen days prior to bid receipt, as outlined in Specification Section 00 26 00 - Procurement Substitution Procedures. Failure to meet these requirements may result in rejection of alternate items. All bids must be based on cash payment for the work. The owner reserves the right to reject any or all bids, waive informalities, and award the contract in the owner's best interest, as well as to hold the three lowest bids for up to sixty days after bid opening. Contract No. 1 QA date - 2-3-2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered through the QuestCDN site to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten (10) business days prior to the date for opening of Bids may not be answered.
