The project consists of the respondent providing all labor, equipment, time, materials, and any additional items necessary to meet the requirements of the scope of work as described. The selected consultant is to produce the city's Community Development Block Grant (CDBG) Five-Year 2026-2030 Consolidated Plan with the Analysis of Impediments to Fair Housing Choice, for the period April 1, 2026, through September 30, 2030. The accompanying 2026 CDBG Annual Action Plan for the period April 1, 2026, through March 31, 2027, will be produced in-house in cooperation with the selected consultant. Proposals are to be submitted by qualified consultants, and the city will consider all acceptable proposals on a basis consistent with the RFP. The city also reserves the right to reject any or all proposals, waive any irregularities in the proposals received, and to accept the proposal deemed most advantageous to its best interest. All proposals must be signed and accompanied by evidence of authority to sign. Before awarding a contract, the city will investigate the performance record and ability of the respondent to provide the specific plans as per the scope of work, criteria, and timeframe described.
