The scope of work is to provide Primary Public Safety Answering Position (PPSAP) services for the 911 Emergency Response Network. The service requires an organization with adequate staff, facilities, and electronic equipment to handle the answering of emergency calls and routing those calls to the appropriate emergency response dispatch agency within the boundaries of the City of Brantford and the County of Brant. The 9-1-1 Emergency Telephone System provides the public with access to a Centralized Answering Bureau with the capability for conference calls to police, fire, or ambulance dispatch centers. The PPSAP must operate a call answer center that is open 24 hours a day, 365 days a year, and is responsible for redirecting or transferring emergency calls to emergency response agencies. All operations, systems, and equipment described must meet quality standards generally accepted in North America for such services, including answering 911 calls within two rings and providing uninterrupted quality PPSAP service at all times. The proponent must also describe their approach to equipment setup, staffing and training, transition planning, and disaster recovery, and ensure compliance with applicable data storage and handling requirements, as well as protocols for hearing and voice impaired service provision and operational backup.
