The scope involves the supply of hazardous waste management services, specifically the collection, transportation, and disposal of hazardous waste materials to ensure compliance with federal and provincial regulations. Types of waste covered include medical waste, oily waste, fluorescent tubes, asbestos, hazardous and non-hazardous solids, caustic materials, latex paint, lead acid batteries, inorganic and non-oxidizing acids and bases, organic liquids, reactive materials, mercury, low flash liquids, flammable aerosols, waste from fridges/freezers, and sharps containers. Proponents are required to provide bins, buckets, lab packs, and/or proper disposal bags or boxes prior to pick-ups. The contract does not guarantee a specific volume of material or exclusivity. Instructions to bidders include: registering online with the Bidding System; submitting proposals only through the Bidding System before the specified closing date; providing all mandatory documentation such as current permits and licenses, compliance policies, and process evidence; adhering to compliance monitoring and audit processes; and ensuring clarity and completeness in all submission materials. Bidders must allow enough time for online submissions and acknowledge any issued addenda, updating and resubmitting proposals if necessary. Only one proposal may be submitted per bidder, and prices must be in Canadian dollars. Subcontractors must be named, and their qualifications and compliance must be documented within the submission. The University retains the right to change the scope or requirements, accept or reject any proposal, and enter into post-submission negotiations as needed. Proponents are responsible for understanding all RFP requirements and must thoroughly detail proposals to allow effective evaluation. Evaluation will be based on compliance, capacity and experience, technical approach and methodology, innovation and sustainability, and price. Mandatory requirements must be met to advance for scoring. Additional requirements include insurance coverage, accurate invoicing, indemnification after waste leaves University control, and compliance with University and legislative policies.
