The work generally consists of paving an airport apron expansion and access roadway, including but not limited to 6,781 square yards of PCC pavement, 845 linear feet of 4-inch subdrains, and miscellaneous associated work such as cleanup and surface restoration. Each bidder must provide a bid security as assurance that the successful bidder will enter into a contract and furnish a corporate surety bond for faithful performance in an amount equal to one hundred percent of the contract amount. The security must be in the form of a cashier's check, certified check, bank money order, certified share draft, or bid bond as outlined. Preference must be given to domestic construction materials and, as required by law, to Iowa products and labor. All building materials, supplies, and equipment incorporated into the improvement are exempt from relevant state and local sales taxes. Bidders should not include Iowa sales tax in their bids. The contractor must coordinate sales tax-exempt purchases and maintain records as specified. Payment to the contractor will be made in monthly estimates for ninety-seven percent of the contract value of work completed the preceding month, with final payment no earlier than thirty days after final acceptance, contingent upon filing necessary lien waivers. Liquidated damages of $750 per consecutive calendar day will be assessed for uncompleted work beyond the contract period. Award will be made to the lowest responsible bidder submitting the lowest acceptable bid. The selected contractor will be required to provide performance, payment, and maintenance bonds equal to one hundred percent of the contract price. The City reserves the right to reject any or all bids and to award only one contract for the project.
