The work includes the Custer Ridge Water Main Extension Project, consisting of 11,850 linear feet of 6" PVC pipe and 5,358 linear feet of 2" PVC pipe. The contract covers bore and jack and open-cut road crossings with casing pipes, pavement replacement, blow offs, and other incidentals necessary for completion. The construction time limit is 270 calendar days. The contract will be awarded based on the Base Bid only, as detailed in the Bid Schedule. Bidders are required to comply with regulations including the President's Executive Order 11246, Affirmative Action and Minority Business Enterprise requirements, the Contract Work Hours and Safety Act, and the West Virginia Jobs Act. "Positive efforts" to subcontract to Disadvantaged Business Enterprises in compliance with 40 CFR 33.240 are required. Failure to meet these requirements may lead to rejection of bids. Plans and specifications are available for inspection or purchase from Terradon Corporation. Bids must include a certified check or bid bond for 5% of the bid amount. No bid may be withdrawn for 90 days after opening. Bidders must be properly licensed and qualified in the State and subdivision where the work will be performed. Construction time limit for the contract is 270 calendar days Question Deadline 02/17/2026 All questions about the meaning or intent of the Contract Documents are to be directed to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered at least five days prior to the receipt of Bids to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. CONTRACTOR shall furnish all labor, materials (except as herein noted), equipment and means to construct the pipeline(s) and other Work as described in the Contract Documents and shown on the Drawings. The Work includes, but is not limited to, the following: A. Pavement removal, including saw cutting, as required. B. Disposal of construction debris. C. Furnishing of flagmen, traffic warning and control as required. D. Sheeting, bracing and support of adjoining ground where necessary. E. Furnishing and installing thrust blocking and rodding as required. F. Handling drainage and groundwater removal. G. Guarding the site. H. Unloading, loading, hauling, distributing, laying and testing the pipe and appurtenances. I. Rearranging sewer lateral and other pipes and ducts where necessary. J. Excavation and backfilling of trenches and pits. K. Restoration of paved surfaces, and curbing. L. Removal of surplus and unsuitable excavated material; borrowing suitable backfill. M. Performing pressure and leakage tests. N. Disinfecting pipelines. O. Site cleaning. P. Maintenance of street or other surfaces for the required period of time. Q. Ground restoration and planting. R. Submitting schedules, Shop Drawings and as-built records.
