Renovation of a mixed-use development in Pennsburg, Pennsylvania. Completed plans call for the renovation of a educational facility; and educational facility.
Sealed bids are invited for the Upper Perkiomen School District 2026 Low Stope Re-Roofing Project. Bids must be received by 11:00 am on Friday, February 13, 2026, and may be mailed or hand-delivered to the Director of Facilities and Operations at the Upper Perkiomen School District. Bids will be publicly opened and read aloud immediately after the specified closing time. A mandatory online Teams pre-bid meeting will be held, and there will also be a mandatory pre-bid conference starting at the High School, then proceeding to Hereford Elementary School, and finishing at the 4th and 5th Grade Center. Contractors are prohibited from visiting the site at any other time except for the pre-bid meeting. Bidding instructions and project bid documents will be available by contacting the designated representative from the roof consulting firm. Documents will be provided at no charge via email in PDF format, or as printed and bound sets for a fee. High school, 2 Walt Road, Pennsburg, PA 18073, then go to Hereford Elementary School, 1043 Gravel Pike, Hereford, PA 18056 and finish at The 4th and 5th Grade Center, 1450 Gravel Pike, Green Lane, PA 18054. All of the attached documents shall be considered part of the entire Re-Roofing Specification Bid Package, including the invitation to bid, bid form, general conditions, scope of work, drawings, details, and any other attached or referenced manufacturer's specifications. Work or items stated in one section, may apply to other sections, but may not be mentioned at every occurrence within the specification. All included items shall be addressed and completed as part of this specification. It is the Roofing Contractor's responsibility to make themselves completely familiar with the entire Bid Package. Contractors shall verify all dimensions, roof penetrations, and existing job conditions prior to submitting a bid. Contractors shall bring any discrepancies to the attention of the Roof Consultant, in writing, no later than seven (7) days prior to Bid Date. New roofing materials herein specified and noted are those as manufactured by Carlisle Syntec. Other acceptable EPDM manufacturers are Versico and Elevate. Additional manufacturers may be considered if submitted to the Consultant for approval no less than ten (10) days prior to the bid date. All materials must be by the same manufacturer. Contractor will be required to send daily job progress and condition photos to the Roof Consultant throughout the re-roofing work. Digital photos shall be e-mailed or text message sent to the Roof Consultant's Project Manager throughout each day's work, clearly showing the existing conditions and crew's work progress throughout the day. See unit price work below for sending photo and daily quantity requirements for work performed. The composition of High School Roofs 13 & 14 from the roof deck up is as follows: o Sloped Steel Roof Deck o 2.25" Polyisocyanurate Insulation o Fully Adhered EPDM membrane with white coating o 2.25" Total Thickness The composition of High School Roof 16, 18 & 19 from the roof deck up is as follows: o Sloped Steel Roof Deck o 3.25" Perlite Insulation o 1" Polyisocyanurate Insulation o 1/2 " Fiberglass Insulation o +/- 3/4 " Double-Gravel Surface Asphalt Built-Up Roof o +/- 5.5" Total Thickness The composition of High School Roof 19 Dome from the roof deck up is as follows: o Structural Concrete Deck (sloped) o Aluminum coated asphalt built-up roof o +/- 1/2" Total Thickness The composition of High School Roof 17 from the roof deck up is as follows: o Slotted steel deck (flat) o Sloped Lightweight Insulating Concrete (L.W.I.C.) Deck (depth unknown - Field Verify) o +/- 5/8" Double-Gravel Surface Asphalt Built-Up Roof o +/- 5/8" Total Thickness The composition of High School Roof 20 from the roof deck up is as follows: o Steel Roof Deck o 3.25" Perlite Insulation o +/- 3/4 " Double Gravel Surface Asphalt Built-Up Roof o +/- 4.25" Total Thickness The composition of 4 th & 5 th Grade Center Roof 1 from the roof deck up is as follows: o Flat Steel Roof Deck o Asphalt Vapor Barrier o Tapered Polyiso Insulation (thickness varies by location) o 1/4 " Densdeck Coverboard o +/- 1/4 " Gravel-Surfaced Asphalt Built-Up o Total Thickness Varies by Location - Field Verify (7.5" Max. thickness at roof edge) The composition of 4 th & 5 th Grade Center Roof 18 from the roof deck up is as follows: o Flat Steel Roof Deck o Asphalt Vapor Barrier o 1" Polyiso Insulation o 1/4 " Densdeck Coverboard o +/- 1/4 " Gravel-Surfaced Asphalt Built-Up o 1 5/8" Total Thickness The composition of Hereford Elementary School Roof 14 from the roof deck up is as follows: o Flat Tectum Deck o Asphalt Vapor Barrier o Tapered Polyisocyanurate Insulation in Multiple Layers (Thickness Varies by Location) o 1/4 " Densdeck Coverboard o 1/4"+- Gravel-Surfaced Asphalt Built-Up o Total Thickness: Varies by location - Field Verify The composition of Hereford Elementary School Roof 15 from the roof deck up is as follows: o Sloped Wood Plank Deck o Asphalt Vapor Barrier o 1" Polyisocyanurate Insulation o 1/4"+- Gravel-Surfaced Asphalt Built-Up o Total Thickness: 1.5" +/- The existing roofing and flashings have been tested by TRC Companies, Exton, PA. The bulk samples were then submitted to EMSL Analytical, Inc. in Cinnaminson, NJ for analysis by polarized light microscopy (PLM). The results of PLM analysis indicate that HIGH SCHOOL ROOFS 18 CURB FLASHINGS & ROOFS 19 DOME ROOFING, and HEREFORD ELEMENTARY SCHOOL ROOF 14 CURBS & WALL FLASHINGS tested positive for asbestos containing regulated materials (ACRM). A copy of the Lab Report shall be provided to successful bidder upon request.
