The City is proposing to construct the railroad grade separation of Rancho Vista Boulevard at both Sierra Highway and the double-track at-grade crossing of the Southern California Regional Authority (SCRRA) Metrolink and Union Pacific Railroad (UPRR) track. This will consist of a six-lane grade separation (overpass) of Rancho Vista Boulevard and its intersection with the railroad tracks east of Sierra Highway, to include access ramps to Sierra Highway. The proposed project may require right-of-way acquisition from 37 properties. The City is seeking proposals from qualified consultants to perform Right of Way services, which consist of, but are not limited to, Right of Way acquisition, preparation of Right of Way documents, obtaining and reviewing preliminary titles, appraisal and escrow documents, acquisition and negotiation, and technical supports. Consultants shall prepare and conduct three community outreach meetings and attend one City Council Meeting. The scope of work to be included in proposals shall at minimum consist of the following tasks: project coordination and management; right of way mapping and exhibits; preliminary title reports and property research; appraisal and valuation coordination; acquisition and negotiation support; relocation and assistance (if applicable); utility coordination; ROW certification support. Proposers are encouraged to add to these tasks as deemed necessary but shall state them as additional services. Please submit the "Proposal Fee" separately.
