The project consists of the furnishment, delivery, offloading, preparation for long-term storage, and manufacturer startup services of electrical equipment for the Wastewater Treatment Plant Improvements. The equipment is detailed in the specifications, excluding the standby generator—which is referenced but not purchased under this contract. Manufacturer's field/startup services must be provided following installation under a separate contract. Bids are to be submitted for a single prime contract and must be on a lump sum price basis, with additive alternate bid items as indicated in the Bid Form. Bid security must be provided according to the Instructions to Bidders. A bid may not be modified, withdrawn, or canceled after the deadline for a period of 61 days, except as specified in the instructions. The right is reserved to waive irregularities and informalities and to reject any and all bids or award the contract as deemed in the owner's best interest. All laborers and mechanics must be paid Davis-Bacon Act prevailing wages. Bidders are required to make positive efforts to utilize small businesses, minority businesses, women’s business enterprises, veteran-owned businesses, and labor surplus area firms. Minority, women’s, veteran-owned businesses, and labor surplus area firms are encouraged to bid as prime contractors and explore subcontracting or supply opportunities.
