Proposals are being solicited from elevator contractors with expertise in the design, supply, manufacture, installation, and maintenance of vertical transport systems, capable of acting as the general contractor for the turn-key modernization of the Orechio Building Elevator. The contractor is also responsible for a new maintenance service agreement for all four elevators owned by the Commission, with interim pre-modernization maintenance required specifically for the Orechio Building Elevator. The scope includes replacing the cab enclosure, car operating panel and controls, hydraulic pump unit (including hydraulic cylinder and jack), traveling cables, and related appurtenances. Responsibilities also cover obtaining permits and certifications, demolition and disposal of existing materials not reused, supply of all necessary materials and components, related electrical, plumbing, HVAC, lighting, fire alarm system coordination, and machine room work. Contractors must have at least five years of experience in municipal installations and a local office within 100 miles. The modernization will be performed under a single prime contract, and the contractor must be licensed in New Jersey. The Commission may award modernization and maintenance contracts to separate entities. All bids must be submitted using forms supplied by the Commission, enclosed in a sealed envelope with required labeling, and accompanied by a certified check, cashier's check, or bid bond for ten percent of the contract price (not to exceed $20,000). Each bid must also include surety's consent for 100 percent of the contract price. Bidders are expected to be fully knowledgeable of the site and requirements, whether or not they attend the non-mandatory pre-bid meeting and site visit. Compliance with New Jersey Local Public Contract Law, Affirmative Action Regulations, Prevailing Wage Act, and Contractor Business Registration Certificate requirements is mandatory.
