Bids are being solicited for the purchase of services, commodities, and/or supplies for Public Works and contracts for public construction, specifically for Asphalt (FOB – Plant) and Asphalt (FOB - City of Gluckstadt) for a six-month period. The bid price must include all parts, labor, materials, and related incidentals required to complete the work. Bids must be submitted in duplicate on forms provided by the City or downloaded from the specified website, and the bid prices will be binding for the stated period. Proposals must be legibly written, printed in ink or typed, and must clearly indicate the name of the person or firm submitting the proposal. Any proposal not signed will be disqualified. On the outside of the bid envelope, clearly mark as a SEALED BID with the item being bid and the bidder's name and address. For labor bids, include the Certificate of Responsibility Number on the outside of the packaged sealed bid. Incomplete bids, unauthorized alternate bids, or bids with irregularities may be rejected. Each bid for labor must be accompanied by a certified check or bid bond in the amount of five percent (5%) of the total bid for each labor category. Contracts will be awarded based on the lowest and/or best bids. The City reserves the right to reject any and all bids, to accept or reject any part of a bid, and to waive minor irregularities and technicalities. The City may accept up to two alternate bids to ensure availability, but purchases will only be made through alternate bidders if the lowest and best bidder cannot deliver for reasons beyond their control.
