Separate sealed bids are invited for the construction of the Water System Improvement Project, which consists of improvements to an existing booster pump station (including installing a new emergency backup generator and ATS, and replacing pumps, piping, MCC, MSB, and control panels); improvements to three existing water storage tanks (coating tank interiors and exteriors, installing antennas and control panels); improvements to three existing wells (replacing pumps, motors, and piping; new electrical; building upgrades and repairs); and constructing a new central electrical and control building for the three wells (new MSB, MCC, control panels, and chlorine room). Bids will be received for a single prime contract on a lump-sum/unit-price basis, and will be evaluated on the Base Bid amount. Prospective bidders must be licensed Contractors in the State of California, skilled and regularly engaged in the type of work called for, with a Class A California Contractor's license. The project requires compliance with both California and US Department of Labor (Davis-Bacon) prevailing wage laws, and mandates the use of American-made iron and steel under the "American Iron and Steel" requirements if the project is funded by the State Revolving Fund. Good Faith Efforts for Disadvantaged Business Enterprises (DBE) participation are required, following listed outreach and recruitment activities, including the use of SBA and MBDA services and solicitation posting requirements. The Owner reserves the right to accept or reject any and all bids. Engineer's Construction Cost Estimate is $5,700,000 to $7,000,000. *The value for this project is based on a financial range.
