This document provides a construction monitoring and inadvertent discovery plan (MIDP) for use on Tumwata Village Redevelopment Project (the Project), in Oregon City, Clackamas County, Oregon, on behalf of the Confederated Tribes of Grand Ronde (CTGR) (Figure 1). The Project is located at the former Blue Heron Paper Company (BHPC), north of Willamette Falls, on the east side of the Willamette River. The location is addressed as 419 Main Street in Oregon City and is located in Section 31 of Township 2 South, Range 2 East. The CTGR plans to demolish several structures associated with the former Blue Heron mill complex and redevelop the 23-acre property and redevelop it, combining ecological restoration with mixed commercial and residential uses. The BHPC complex was developed in the same area as the original Oregon City townsite as well as several industrial and commercial properties from the mid-nineteenth century through the closing of the Blue Heron complex in 2011. As a result, archaeological potential is very high. Previous archaeological investigations have identified historical artifacts associated with these time periods, as well as artifacts and soils associated with Indigenous occupation from at least 700 years ago based on one radiocarbon date. The area is well documented in ethnographic literature and historical accounts as being a permanent settlement and a large gathering area for many of the region's Tribes (Woodward 1974; Minor and Peterson 2018). Likewise, historical above-ground resource surveys have encountered foundations and wall fragments associated with mid-nineteenth century structures present below and above ground (Best et al. 2022; Kramer 2002). This work consists of constructing vegetated stormwater facilities to the lines and grades shown or established, including piping, connections to other drainage structures or systems, placement of stormwater facility topsoil, and site preparation and appurtenances required to complete the work. This Work consists of furnishing, placing, and installation of tactile surface indicators , systems, or devices on pedestrian facilities according to the slopes, lines, grades, and dimensions shown or established in Section 00749 or Section 00759 as applicable. This Work consists of constructing site furnishings such as benches, liter receptacles, bicycle racks, basalt columns, and other furnishings as shown or directed. Submit proposed equivalent products to the Owner's Representative for consideration. Questions or requests for clarification shall be directed in writing to the Project Manager, Ryan Webb, PE, via email at: Ryan.Webb@grandronde.org. All written questions must be received by the Project Manager by 2:00 pm, prevailing local time, February 19, 2026.
