The City seeks competitive proposals from experienced construction management and/or engineering firms for construction management services to manage all remaining phases of the Susquehanna Large Diameter Transmission Main Project. The City will determine the lowest responsible proposer based on the proposals submitted, considering the quality of services supplied, responsiveness, past performance, compatibility with other City services, and the proposer's ability to handle the volume of work proposed. Further consideration will be given to proposer integrity, compliance with public policy, record of past performance, and financial and technical resources. The City reserves the right to reject any proposal not possessing satisfactory qualifications and may reject any or all proposals if it is in the best interest of the City. The City also reserves the right to waive technical defects or informalities in the proposals received, as well as to reject proposals deemed incomplete, conditional, obscure, or containing irregularities.
