Renovation of a multi-residential development in Randolph, Massachusetts. Completed plans call for the renovation of a multi-residential development.
The Town of Randolph invites competitive proposals from qualified consultants to provide Housing Rehabilitation Services for a Community Development Fund FY25 grant awarded by the Massachusetts Executive Office of Housing & Livable Communities (EOHLC) through its Community Development Block Grant Program (CDBG). The Town reserves the right to reject any and all responses if it determines, within its sole discretion, that it is in the Town's best interest to do so. This Request for Proposals does not commit the Town to select any Respondent, award any contract, pay any costs in preparing a submission, or procure a contract for any services. The Town also reserves the right to cancel or modify this Request for Proposals in part or in its entirety, or to change the Request for Qualification guidelines. A Respondent may not alter the Request for Proposals or its components. Women and Minority-owned businesses are encouraged to submit proposals. No interpretation ofthe meaning ofthe SPECIFICATIONS will be made to any proposer orally. Every request for such interpretation shall be in writing addressed to Cassie Boyd Marsh, Grant Administrator and to be given consideration, must be received no later than Friday, February 6, 2026, five (5) calendar days (Saturday, Sunday and legal holidays excluded) prior to the date fixed for the opening ofthe proposals. This RFP is for the implementation of a housing rehabilitation program. This project will be targeted toward rehabilitating units in the town ofRandolph with a town-wide target area as rental or ownership properties for LMI residents. The maximum funding for any one unit is $70,000 and it is anticipated that 8 homes will be rehabilitated. There is a total of $122,000 for Program Delivery inclusive of all costs and a total of $550,000 for Rehab Loans. All project and financial files will be maintained digitally on a shared platform ofthe Grant Administrators' choosing for remote site desktop monitoring.
