The City of Owatonna is considering development of a new community center estimated at $75 million. City Council approved a reimbursement resolution allowing the city to pay early project costs out of pocket and later reimburse itself using tax-exempt bond proceeds if the project moves forward. The city began formal preparation steps including formation of an 18-person task force, a public survey confirming community interest, and pursuit of legislative approval to implement a 0.5% local option sales tax to fund a portion of the project. The proposed tax would generate an estimated $50 million over 25 years, with the remaining $25 million to be funded by the city
